US-China tensions will dominate Asia security meeting

US-China tensions will dominate the Asia security meeting. Since China has denied a defense chiefs’ meeting with the US, Asia’s top security summit is expected to be tense this week.

The Shangri-La Dialogue, held June 2-4 in Singapore, draws top defense officials, senior military personnel, diplomats, weapons makers, and security analysts worldwide.

The gathering begins with a keynote address by Australian Prime Minister Anthony Albanese and 600 participants from 49 nations.
Analysts say the conversation is crucial for the various bilateral and multilateral military-to-military talks held during plenary sessions and defense minister speeches.

On Monday, the Pentagon stated China’s new Defence Minister, Li Shangfu, would not meet U.S. Defence Secretary Lloyd Austin.

In response to a question at a Beijing news conference, China’s defense ministry spokesperson stated that military exchanges have always been continuing but that the U.S. was “entirely to blame” for present issues.
“On one hand, the U.S. keeps saying that it wants to strengthen communication, but on the other hand, it ignores China’s concerns and artificially creates obstacles, seriously undermining the mutual trust between the two militaries,” the spokesperson added, without specifying the obstacles.

Austin termed the meeting cancellation “unfortunate” in Tokyo on Thursday.

“I would welcome any opportunity to engage with Li,” Austin added. “Defence departments should regularly communicate or have open channels.”

Analysts expect many discussion delegates will discuss Russia’s war in Ukraine, China-Taiwan relations, and North Korea’s nuclear programs. However, no Russian or North Korean officials will attend.
General Li, who became China’s defense minister in March and was sanctioned by the U.S. in 2018 for buying Russian weapons, will be watched by regional officials and analysts.

They said Li is on President Xi Jinping’s powerful Central Military Commission and is close to his major military friend, Zhang Youxia, even though the defense minister is mostly ceremonial.

Drew Thompson, a visiting senior research fellow at NUS’s Lee Kuan Yew School of Public Policy, said Xi likely snubbed the U.S.

“The reality is that General Li is coming with a set of instructions to paint the U.S. in a very negative light rather than to engage in dialogue to improve and stabilise the relationship and that is unfortunate,” Thompson added.

NUS political professor Chong Ja Ian said the two countries would communicate even without a formal bilateral summit.

“I’m sure they will go at each other during plenary sessions, then there are breakouts and possible informal conversations,” he said.

Lynn Kuok, a senior fellow at the International Institute for Strategic Studies, which organizes the Shangri-La Dialogue, was pessimistic about U.S.-China ties.

“What we really need to be focused on here, however, are guard rails to prevent competition from spiralling into open conflicts, but I think China is also suspicious of that (the guard rails),” Kuok said.

Disputes in the South and East China Seas are likely to be mentioned.

AUKUS, which strengthens connections between the U.S., Britain, and Australia, and the Quad grouping of the U.S., Japan, India, and Australia are also expected to appear, especially given China’s suspicions that the groupings are an attempt to encircle China.
