On Tuesday, the Commerce Department recommended blocking $52 billion in semiconductor manufacturing and research money from China and other U.S. enemies.

The plan prohibits recipients of U.S. support from investing in semiconductor production in nations of concern like China and Russia and from collaborating on research or technology licensing with such countries. It also designates specific semiconductors as essential to national security, making them non-legacy devices susceptible to harsher limitations.

This includes “current-generation and mature-node processors utilized for quantum computing, in radiation-intensive situations, and for other specific military capabilities.”
