Sameh Shoukry welcomed Faisal Mekdad to the Egyptian foreign ministry on his first official trip since the 2011 Syrian uprising.
Western and Arab nations overlooked President Assad due to the Syrian conflict.
An Egyptian security source said the visit aimed to help Syria rejoin the Arab League through Egyptian and Saudi mediation.
The Cairo-based Arab League suspended Syria in 2011, and many Arab states withdrew their envoys from Damascus.
The US and Qatar have resisted reestablishing relations due to Assad’s brutality and the need for a political settlement in Syria.
Saudi Arabia and the UAE are more receptive to Damascus.
Egypt’s foreign ministry shared images of the two ministers meeting secretly before a public dialogue.
SANA said the meetings were to enhance relations.
