Five sources said Samsung Electronics Co Ltd (005930. K.S.) might construct a chip test line in Japan to improve its advanced packaging business and deepen ties with Japanese semiconductor equipment and material manufacturers.

On Friday, Japan banned 23 chip-making equipment, joining the U.S. campaign to curb China’s chip-making capabilities.
Four individuals, who requested anonymity, said Samsung is contemplating developing the facility in Kanagawa prefecture, near Tokyo, where it already has an R&D center.
One source estimated the investment at tens of billions of yen ($75 million), though specifics and timing are still being worked out.
Two insiders said Samsung wanted tighter relations with Japanese businesses. One said Samsung could utilize a local “environment” in Japan due to low labor and top chip equipment and materials makers.
One insider said the South Korean company was still considering options. Samsung was quiet.
