Poland must form new government fast to get EU funds, Tusk says

After the president decided on Thursday not to choose a new prime minister, opposition leader Donald Tusk warned that Poland might lose access to funds from the European Union that have been frozen if it takes too long to create a new government.

After losing its majority in the October 15 election, the Law and Justice (PiS) party is unlikely to create a new coalition with any partners.

Three pro-European parties have encouraged President Andrzej Duda not to postpone Tusk’s appointment, saying they are prepared to create a cabinet under his leadership.

Duda did not specify who he would assign to lead the formation of a new government, just that he would call the first meeting of the recently elected parliament on November 13.

Tusk has been meeting with European Union leaders in Brussels to unlock funding. “If the president quickly acknowledges the reality that there is a majority in parliament and allows it to create a government, I guarantee that it will mean a quick payment of funds to Poland,” Tusk told reporters.

In question is Poland’s eligibility for grants and loans totaling 35.4 billion euros from the EU recovery fund, which the group has blocked until Warsaw reverses policies that some claim jeopardize the independence of its legal system.

Due to the same worries, Poland cannot access 76.5 billion euros in EU cohesion funds, which are intended to improve living conditions in the EU’s less developed areas.

The earliest this may be done, according to PiS ally Duda, is on the preliminary date of the lower house’s session. Despite claims to the position of Mateusz Morawiecki of the PiS and Tusk, he did not name the person he would choose as prime minister.

“Today we have two serious candidates for the position of prime minister, two political groups that claim to have a majority and have their candidate for prime minister,” he stated.

“This circumstance is novel. Never before has one party prevailed, and the others declared they would have the majority.

After the election, the president has thirty days to call the new parliament into session and fourteen days to name a prime minister candidate.
